Designed to take personal bias out of the decision-making process when considering a child for whole-grade acceleration, the IAS was developed and piloted by the Belin-Blank Center for Gifted Education and Talent Development at the University of Iowa. It ensures that acceleration decisions are systematic, thoughtful, well-reasoned, defensible, and as objective as possible. Educators considering using the IAS should read the Manual in its entirety. It contains important information about how and when to use the IAS and discusses who should be on the child-study team (parents, for example), how the process works, and more. In addition, it includes case studies and sample Forms. In one case study, the team reaches a decision to skip the child ahead one full grade. In another, the decision is made not to skip the child a grade, but instead to offer the child other academic enrichment to provide an appropriate level of challenge. Each case is unique, and the IAS helps parents and educators reach the best solution for each individual child.
